Historic Designation Committee Meeting
Wednesday, January 24, 2024, 6:30pm via Zoom 9 committee members and Aaron Fortner were in attendance. Aaron Fortner discussed his takeaways after going through the worksheet/survey results - he noted that there were primarily two clear camps: those that really like the idea of a historic district and those that really like the idea of increased density. The greatest number of participants fall somewhere in the middle, people who are willing to meet somewhere in the middle with a plan which addresses both of these goals without completely sacrificing either one. He added that these results do not support moving forward without addressing density through our regulations. As for other specific regulation questions, there was a little less clarity. The Committee discussed different and unintended interpretations of answer choices such as "keep current regulations." We think it will be much better when we have drafted regulations which will give folks specifics to which they can react. In drafted regulations which will be presented and posted to the neighborhood for rounds of revisions, Aaron suggests an outline format so that everyone does not have to rely on their ability to comprehend a regulatory document. In this way everyone will be able to read, discuss, and suggest changes. Making changes by “proposing amendments” which members can then vote on (via survey/poll) was also discussed and is a tool we may use.

The Committee did not meet in December. The Worksheets that accompanied each of the 4 community meetings were closed on Dec. 20, 2023 so Aaron and the committee can assess this data and move on to the next steps. Final response data, sans personal information, can be found here.

Historic Designation Committee Meeting Wednesday, November 29, 2023, 6:30pm The Historic Designation Committee met Wednesday, November 29 via zoom. Emily Taff, Chair, reported on participation to date on Worksheets. Some discussion on how to improve participation, deadline of Dec 15 is already out there. Aaron Fortner reminded us all of the next steps in this process. Pointed out that we do need to have an end to this portion (close worksheets and analyze input) in order to move on to the next step of drafting potential regulations. He doesn't want to comb through the input we have so far if the we are still receiving responses. There will be more opportunities, during the reviews of the draft regulations to have more discussion and input from neighbors so these worksheets are not anyone's "last chance" to give input although we do really want a strong showing. It was noted that upwards of 10% participation of all Candler Park households would be reasonably acceptable. It was suggested that having neighbors (like Block Captains!) forward this to their friends and neighbors could improve participation. Historic Designation Committee Meeting Wednesday, October 25, 2023, 6:30pm The Historic Designation Committee met Wednesday, October 25 via zoom. 7 committee members, Aaron Fortner and one guest were in attendance. Emily Taff, Chair, reported on investigation into what it would take to include regulations on density in a potential historic district. Committee reviewed the presentation for the November 9 Community Meeting with Aaron Fortner. Discussed breakout session logistics and worksheet plan for the upcoming meetings. Big Survey idea - request by some neighbors - to get back to a basic survey similar analyzing residents concerns. This is similar to what was produced in spring 2022 (is the request) but is there a way the committee could also incorporate more specificity to get quantifiable answers particularly around potential regulations as well as the broaders "problems to solve"? Just want to get the committee thinking how and if we could approach a larger survey this fall in the midst or our meeting-focussed companion surveys. Articles/Posts - What is it like to work in a Historic District? What does it mean for me? need articles for the Messenger and posts that address the detailed questions people have. Q&A style with residents of other districts, architects, and city staff for real life examples and explanations. These are questions we all want answers to. MEETING NOTES:

Sidebar - in the chat a suggestion about a facebook discussion group was raised once again as a place to ask questions of the committee and engage in discussion - this obviously would be a great idea, we will need some help monitoring it. Sounds preferable to Nextdoor to some. CPNO Funding Ask - Brief discussion. Feedback at the meeting was to stick with the ask presented at last week’s CPNO Meeting: a $5K donation which will ensure we can pay Aaron now, while we continue to raise $$ from individuals and up to $15K in matching funds donation (CPNO would only match what we raise). Historic Designation Committee Meeting Wednesday June 28, 2023, 6:30pm Emily Taff, Committee Chair, began the meeting via Zoom, 7 people total in attendance (Aaron Fortner on vacation) Checkin - just want start off each meeting with a check in about what y'all are hearing and if there's anything we need to address. - Website thoughts included a new graphic that could be easily updated to let folks know where we are in this process and what’s coming up? - Fundraising - Individuals, businesses - we need to reach out to invested or interested folks we know. Discussed fundraising and CPNO Ask: What? Reviewed Aaron Fortner’s original estimate (schedule had changed) which is broken down by task and costs - actual original estimate is at $29K, discussed and agreed on putting $35K as our fundraising goal. Why? Why we need to spend money for this? All funds will go toward paying a consultant, Aaron Fortner, to facilitate this process, lead neighborhood meetings, answer questions, and draft the regulations with the committee’s assistance making sure neighborhood input is heard and incorporated. We want to make sure this neighborhood engagement is done as well, as thoroughly and inclusively as possible. Aaron Fortner has the expertise to guide our neighborhood through this process from a neighborhood engagement, historic district, and planning perspective, he also has no “skin in the game” for a CP Historic District. Having a third, unbiased party facilitating these conversations should help this process be as unbiased as possible. The committee will assist, committee members have and will continue to donate costs for printing, time, etc. as needed. How? Fundraising is 2 parts, we are raising money from individuals and businesses in order to alleviate the CPNO contribution but CPNO’s contribution is important. Committee discussed: a. simple Matching dollar for dollar up to XX amount (such as half?). This puts pressure on the committee to raise more money up front on our own which may be tricky or put us in a tight spot later. b. Ask for $5,000 now and “up to $15,000” matching dollar for dollar - Everyone thought that seemed reasonable and helpful to our financial needs. When? Timing - CPNO policy is to announce major votes (including votes on CPNO spending more than $500) at least 5 days ahead, however, CPNO practice of late has been to introduce a “major vote” at one meeting before for discussion, followed by a vote at the next meeting on a final motion. Considering asking in July with a membership vote in August. Emily will discuss with CPNO Board. Community Meeting Planning - Emily working with Christina on learning the ropes of the hybrid meetings in preparation for the Community Meetings starting in August. - discussed briefly signage/media needs for the in person meetings, John Skach will help. - Volunteers will help at the in-person meetings, and help with publicity including passing out fliers.
