Checkin - publicity update
Community Meeting Planning with Aaron - 
  • read through of revised presentation for the next day, Community Meeting #1
  • Went over companion survey (which will be in print and online)
  • reviewed plan for setup and operations

Big Survey idea
- request by some neighbors - to get back to a basic survey similar analyzing residents concerns. This is similar to what was produced in spring 2022 (is the request) but is there a way the committee could also incorporate more specificity to get quantifiable answers particularly around potential regulations as well as the broaders "problems to solve"?
 Just want to get the committee thinking how and if we could approach a larger survey this fall in the midst or our meeting-focussed companion surveys.

Articles/Posts - What is it like to work in a Historic District? What does it mean for me? need articles for the Messenger and posts that address the detailed questions people have. Q&A style with residents of other districts, architects, and city staff for real life examples and explanations. These are questions we all want answers to.

Historic Designation Committee Meeting
Wednesday July 26, 2023, 6:30pm

​Emily Taff, Committee Chair, began the meeting via Zoom, 8 other committee members in attendance, 1 guest, Aaron Fortner.

Checkin - nothing to discuss

Community Meeting Planning with Aaron - Aaron Fortner led committee through the draft agenda/outline for the 1st Community meeting (Aug 4) which will cover:
  • Overall Introduction - “Intro 101”
  • Existing zoning regs and definitions (what we have)
  • Discussion around Use and Density
  • What is Compatibility
  • Historic district procedures - What it’s like to make changes
  • How to regulate elements and introduction to the next meetings!
Committee discussion along the way regarding:
  • Companion Surveys
  • Organization of meeting and helpful materials/illustrations - maps and baseline of C/NC (dates)!

Tasks:
  • Aaron to revise outline/draft as suggested
  • Finalize meeting topic “titles”
  • Publicity - Website posts/calendars (done), Messenger (done), CPNO email, HD email list, CPNO insta/FB, Fliers (look for distribution assignments)
  • Develop materials - handout including map, baseline of dates, 101 info

Sidebar - in the chat a suggestion about a facebook discussion group was raised once again as a place to ask questions of the committee and engage in discussion - this obviously would be a great idea, we will need some help monitoring it. Sounds preferable to Nextdoor to some.

CPNO Funding Ask - Brief discussion. Feedback at the meeting was to stick with the ask presented at last week’s CPNO Meeting: a $5K donation which will ensure we can pay Aaron now, while we continue to raise $$ from individuals and up to $15K in matching funds donation (CPNO would only match what we raise).

Historic Designation Committee Meeting

Wednesday June 28, 2023, 6:30pm

​Emily Taff, Committee Chair, began the meeting via Zoom, 7 people total in attendance (Aaron Fortner on vacation)

Checkin - just want start off each meeting with a check in about what y'all are hearing and if there's anything we need to address.
- Website thoughts included a new graphic that could be easily updated to let folks know where we are in this process and what’s coming up?
- Fundraising - Individuals, businesses - we need to reach out to invested or interested folks we know.

Discussed fundraising and CPNO Ask:
What? Reviewed Aaron Fortner’s original estimate (schedule had changed) which is broken down by task and costs - actual original estimate is at $29K, discussed and agreed on putting $35K as our fundraising goal.

Why? Why we need to spend money for this? All funds will go toward paying a consultant, Aaron Fortner, to facilitate this process, lead neighborhood meetings, answer questions, and draft the regulations with the committee’s assistance making sure neighborhood input is heard and incorporated. We want to make sure this neighborhood engagement is done as well, as thoroughly and inclusively as possible. Aaron Fortner has the expertise to guide our neighborhood through this process from a neighborhood engagement, historic district, and planning perspective, he also has no “skin in the game” for a CP Historic District. Having a third, unbiased party facilitating these conversations should help this process be as unbiased as possible. The committee will assist, committee members have and will continue to donate costs for printing, time, etc. as needed.

How? Fundraising is 2 parts, we are raising money from individuals and businesses in order to alleviate the CPNO contribution but CPNO’s contribution is important. Committee discussed:
a. simple Matching dollar for dollar up to XX amount (such as half?). This puts pressure on the committee to raise more money up front on our own which may be tricky or put us in a tight spot later.
b. Ask for $5,000 now and “up to $15,000” matching dollar for dollar - Everyone thought that seemed reasonable and helpful to our financial needs.

When? Timing - CPNO policy is to announce major votes (including votes on CPNO spending more than $500) at least 5 days ahead, however, CPNO practice of late has been to introduce a “major vote” at one meeting before for discussion, followed by a vote at the next meeting on a final motion. Considering asking in July with a membership vote in August. Emily will discuss with CPNO Board. 

Community Meeting Planning
- Emily working with Christina on learning the ropes of the hybrid meetings in preparation for the Community Meetings starting in August.
- discussed briefly signage/media needs for the in person meetings, John Skach will help.
- Volunteers will help at the in-person meetings, and help with publicity including passing out fliers.

Historic Designation Committee Meeting

Wednesday May 24, 2023, 6:30pm

​Emily Taff, Committee Chair, began the meeting via Zoom, 14 people in attendance (including consultant, Aaron Fortner)


  • Schedule - topical Community Meeting dates are set: Thursday evenings, August 24, Sept 7, October 5, and October 19. Possible 1st draft of regulations in mid-February 2024 - but tbd!
  • Community Meeting Planning - Aaron explained the general plan for meetings - very conversational, with an open discussion after each explanation/review. Including review of other districts’ regulations and if that would work for CP or not.
    • Meetings topics are:
      • Underlying Zoning Regulations, General Regulations and Procedures
      • Regulations for Contributing Structures
      • Regulations for Non-Contributing Structures
      • Development Controls, Parking, Driveways, Curb Cuts, Sidewalks
    • Include HD overview - Why we are doing this background and potential benefits?
    • Need a plan for managing discussion and handling the unexpected
  • Input/Comments - Committee discussed general ideas for improving the input gathering
    • Comment sheets for in-person participants, Survey Monkey form for on-line participants. Need to consider if/how to gather input from non participants too.
    • Publicity and security discussed (ie nextdoor sharing)
  • Fundraising / Finance - Stacy F. - goal is to reach out to individuals we all know as well as potential ‘major donors’. He will send around a sample letter as an example for reaching out to people we each know. Emily - general idea it to fundraise from individual and organizations, as well as CPNO. It’s important that we do the best we can to have a thoughtful conversation about this and in order to do that we need Aaron’s help and expertise, which is what we are raising funds for. Initial fundraising is important so that we know of what would be reasonable to ask CPNO to contribute. All CPNO funding would be voted on by the membership. Total estimate is around $30K, we should aim to raise more.

Historic Designation Committee Meeting

Wednesday April 26, 2023, 7pm

Emily Taff, Historic Designation Committee Chair, began the meeting via Zoom, 12 people in attendance

Review draft schedule - Aaron Fortner
  • 4 Public Meetings that are deep dives on specific topics that will be covered by the regulations. 
  • draft production based on discussions and input from Phase 1 as well as the ongoing input gathering and discussions.
  • public meetings to revise draft regulations
Discussion:
  • make sure there is a good way to collect input (comments, questions, opinions both general and specific) during and after these meetings. This will likely be in the form of a survey/comment form, but probably should not be a voting format at this stage in the process.
  • if meetings are in person they will need to also be via Zoom in order to make them available to as many participants as possible. Zoom for participation is preferable to a simple livestream.
  • the 1st draft outline will be written by Aaron and the committee based on the input we would have received so far.
  • all potential regulations should be looked at critically as we try to avoid unintended consequences, possible cost assessments, etc.  
  • Aaron pointed out that this schedule of public meetings is a proposal, nothing is “set in stone” and, along the way, if we see more discussion or more drafts, meetings, etc, are needed, we can have them. 

Those in attendance briefly introduced themselves. Mix of previous committee members and new participants.

Emily Taff reviewed the roles and specific tasks of the committee which had been circulated before hand and are posted online.
  • new and existing members were assigned roles on the committee
  • all public meetings will have comprehensive meeting notes and recordings of the meetings made available to the public so that those who cannot be there will be able to follow along later.
  • we may investigate the use of Otter AI for these comprehensive notes if needed

Monthly meetings were set for the 4th Wednesday of the month.

Next Steps:
  • create an adjusted draft schedule for public meetings
  • draft a plan for gathering input during and after public meetings, especially if these are hybrid meetings 

The next meeting will be Wednesday, May 24.
